A lot of postponed matches at season start across all European leagues this year. As a result we have more skipped Rat Race rounds and postponed Cup rounds.
Besides the deliberate attacks of the Russians on civilians in the Ukraine I don't know why matches in Belgium, Bulgaria, Turkey, Czech Republic are postponed this weekend. This makes administration not easier.

My guess (based on Polish experience) is that there is a tendency in some leagues to allow the CHampions League playoffs participants (or even those in other eurocups) to prepare better as the quals games are played practically every week.

Looking quickly at the postponed fixtures, they do involve big names in those local leagues. So hopefully it will end after the playoffs are over.

The three Belgian matches that are postponed involve all five teams involved in European playoffs, so it must be related.
